It is the front frame rail as you see it looking in through the front wheel well opening. Your front bumper brackets bolt to it.
I will need battery tray brackets for my 71 Comet. The front frame rails are made up of 2 parts. The inner part is a C channel shaped piece. The outer rail, or cover as it is being called, is flat and makes up the 4 side. It is the part that the bumper attaches to. Together they form a box. The rail run from the core support, to the firewall & floor.
