Okay.. I made a simpler draft.

    1: Scoop
    2: Base
    3: Air cleaner
    4: Mounting bracket (2)
    5: Wing nut (3)

The scoop simply mounts to the base with screws. The brackets attach (bolt or welded, probably bolt) to the bottom of the base. Holes drilled into sides of air cleaner & brackets. Solder a nut in place where the two side-mounted wing nuts will go. The third wing nut is pretty self explanatory.

    How's that look?

On second thought, that middle wing nut isn't doable.

Maybe I could salvage the top of the old air cleaner and cut bars across the wing nut mount.

Yeah that middle wing nut would mean you would have to unscrew the scoop from the base with it on the engine before you could take the other 2 wing nuts and the whole deal off. That would be a PITA.
It would also poke through the air filter.

I think I'll be fine salvaging the old air cleaner top. Mine's in need of paint anyways, so it wouldn't be a big deal for me to cut it up.
