It all depends on what you compare it to. If you compare it to the 200F of an engines normal operating temperature then it is cold enough to cause the gas to condense in the manifold and head. The fuel evaporating will cool the air and the manifold walls until the engine is generating heat of its own.
I always used my manual choke when the maverick was running, and it was on 112 degree days... Seemed like it loved it, it would fire right up. If i didn't use it it would stumble for a bit but still start up. To be honest i just liked having an extra know under the dash
If you're running a good ignition system and a well tuned carb, that's not an issue in 70-100 temps. Possibly some at lower temps, but still a non issue with the right combo.
