c4 tranny wont shift into 3rd

    hey i could use a little help, i dont drive a maverick or comet but i thought you guys could help me
    i just bought a 90 cougar with a 351 and a c4 tranny the tranny shifts pretty hard going into 2nd and wont wven try to go into 3rd, ive heard this is a coomon problem but im not sure where to start
    the only thing i checked is the vacume line going to the shift modual(its good)
    im guessing the modual is bad or the linkage is not adjusted, how would i test these things

    Connect the vacuum modulator to manifold vacuum. You will find it at the passenger rear of the transmission - just above the pan. There should be a metal line that runs over the transmission to a manifold vacuum source. That metal line connects at both ends with short rubber hose.

    the vacuum modulator is connected as long as im thinking of the right part

    Check it and check the vacuum at the connection. While you have the hose off check for oil in it. If there is oil in the hose then you need to replace the modulator.
