I would just use some fiberglass resin on the back, a cut to fit piece of fiberglass cloth and some more resin over that. That should make it hold...
My 77 with 250/C4 will pretty much set still (slight roll) when you let off of the brake.

What year is the car also? If its a 75-77 it might be that the gauge cluster plastic where the plug goes into the back of the printed circuit has...
