1406 is 600 cfm with electric choke. Still a good carb for your setup. Easy to rebuild.

They go new for about $250.

--correction, JEGS now sells them for $275.

    And "at the top" where?

I sold mine to Bowstick, for $100, If I remember correctly, with a full calibration kit. It ran great, but it leaned out on me when I started to add on to my engine with bigger cam and heads. Double pumper corrected that, but I lost mpgs in the process.

Where the screws hold the top half onto the body?

If so, that is most likely just a gasket swap. Sounds like someone got into it to swap some jets and messed up the gasket.

If it is set up like the 1406, you can swap metering rods with one screw holding a plate down, 2 each on top. You can rich and lean it a bit that way.

Further adjustments require taking the top half off and swapping out jets. If that gasket was sticky, it was likely broken, and previous tuner thought he could just stick it back together with a broken gasket.

But without knowing this for sure, you are taking a risk of buying a nice carb with a minor problem, or possibly a piece of junk.

Will he let you fix it up before you buy it?

If he is willing to give it to you for $10, then no matter what shape it is in, it will at least be good for parts later, or to experiment with and learn about the edelbrock carbs. While you are tinkering with it, you will learn how all the adjustments work and how to tune on it, as well as how to rebuild and clean it.

Sounds like it may be worth more than that, but I won't tell him ;)

Even at $30 it may be a good buy.

Remove the top, see if the gasket is broken. If it is, that is most likely your problem.

    ::edit::
Forgot you were buying to resell it, so I'm assuming you want a profit (duh)

Having $80 in it won't make you much profit, but it would give you a learning experience

for a resell, I think it`s cutting close on making money. Most guys buy a usaed carb sorta expect it may need A kit or may leak. Experence of the rebuild may be worth it, you wont get to see how it works unless buyer has you tune it. Good Luck

It's an Edelbrock, I wouldn't pay anything for it even if it didn't leak.
    That's just me, though.
