Everytime i turn my steering wheel either all the way to the left or right there is a rattling noise underneath the hood also the same noise when the car starts up... To be honest i do not know what it is and the power steering fluid is fine...

Could be a loose P/S mount or loose P/S pump

...bushings on the power ram are another possibility, but if it started after you changed the belts, I would start there.
