Can anyone tell me if when parking brake is set on 73 Mav, will any of the 4 wheels spin if lifted off the ground. I can't seem to get my car to move.

The hand brake only pulls on the rear brake shoes. It has nothing to do with the front. If the car has been sitting that hand brake can seize tight. The brakes in general, with or without the hand brake can lock up tight to the drum from sitting. You can try rocking the car gently back and forth to break it loose but you will probably end up taking each drum apart to service and free them up.

So I'm clear, with rear wheels off the ground and parking brake set or stuck rear wheels will or will not turn with car set into neutral. I jack the rear up and both wheels turned just fine

    Just the front will spin.

Huh? If the brake is set and "both rear wheels turned just fine", it's broke.....

The cables for the hand brake are prone to seizing. If the brake is pulled and the wheels still spin there is an adjustment to take up any slack but you need to make sure the cables are freely moving as they should. Each cable at the wheel is spring loaded and you can watch the cable move. If it is not moving it is frozen with rust. And on top of all this you need to be sure the shoes are adjusted correctly. Drum brakes have many issues to work right and proper adjustment and working self adjusters are critical. If this were my car I would be pulling every wheel apart to make sure everything is clean, properly lubricated and adjusted.
