My 1970 200ci will start with the key out of the ignition if you touch the battery wires down. And the starter wont shut off unless you take the wires off. Any help would be muy bueno.

You have a faulty starter silinoid. It is located on the passengers fenderwell. It is black with the positive battery cable going to it on one side and the cable to the starter out of the other side. There are also 2 small wires on the front of it. When you replace it keep the 2 wires seperated and remember where they go. One is for the energise wire from the switch and the other goes to the coil during cranking for a full 12 volts of power. Replaceing it should solve your problem.

The solenoid would be the first place I'd look.

The ignition switch could be broken or stuck in the start position, actuator rod could have broken, lock cylinder mechanism could be bad.

Pull the two small wires off the relay , if the starter still runs, it's the relay, if not then it's in the ignition switch!
