What is the difference? Is it the Horsepower/weight ratio? I'm trying to figure this out, can anyone help?

Not sure of the classes, but a lot of the classes are figured by the weight per cubic inch. Such as A may be 7.00-7.99 pounds per cu. in.
B may be 8.00-8.99 pounds per cu. in.
    Etc.
However, I will admit I'm not sure. What sanctioning body are they from?:)
