While I was replacing my fuel filter I noticed another issue. There a hollow metal tube thts comes out of top part of the carb and looks like its suppose to be connected onto the engine but the metal piece is not connected. I see the hole where its suppose to go but it doesnt fit into the hole, I was told the pipe was for something to do with bringing heat up to the carb

That is the heat riser tube to the choke. It draws air through the exhaust manifold casting, and as the cast iron heats, so does the air passing through the tube. That is why it has an insulation wrap around it. The warm air heats a bi-metal spring that causes the choke plate to open.

They make repop ones - Mustang supply houses have them.

I've only fixed one, and I drilled it out, and used a new tube. I didn't really need it, since my Mavericks are for good weather only.

Am I able to do this drilling without taking anything out of the car. Or can I jus drill the hole where it lies and get it done quick

Also I just went outside to check the car I replaced fuel filter yesterday to fix the need to pump the gas petal to start and keep running in beginning of srarting up car but its still doing it. I know I still need to fix the heat riser. Will this fix my problem or am I needing to look at something else too

It all depends on what's been done to the car in the past, if its been sitting a long time, it may be due for a carb rebuild. The fuel filter wouldn't eliminate having to pump the gas, old cars are not like newer fuel injected ones.
