Have you verified with a gauge that it is indeed starving for fuel at 30mph? Need a little more detail on your install before anyone can answer a specific question about it.

255lph pump and 100psi fuel pressure on a 35lb/hr injector would definitely run rich if you're running an otherwise stock 2.3l turbo motor especially if the turbo is stock as well. 85 should be non-intercooled and the wastegate opening pressure should only be 5-7psi(if memory serves). sounds like way too much fuel and nowhere near enough air.

    definatly all very good ideas.

im not sure about limp mode. the only reason why i say this is i used to have a 88 dodge spirit 2.5l tic that had ALOT of work done to it and when thed MAP sensor (i should of had a 3 bar GM map) would crap out the thing would go into limp mode and it just didnt have enough power to get out of it own way. now there may be other things contributingthat woiuld cause it to be in limp mode then make it fall on its face. but at 30 mph wouldnt it be a rpm issue anyway not really a mph? you would have a higher volume of air going down the road then sitting in your garage or driveway. if he has a turbo coupe vam then it should be the bigger/better one anyways. do you have an aftermarket BOV on this car? if you do it may be in the wrong spot. if you have one on it put the bov on the lower pipe on the intake side of the intercooler.

hope im not being the forum idiot and some of this helps you.
