MY Carquest store still mixes paint for spray bombs. It still meets our laws up here. 17 bucks a can. Your EPA sounds like a bunch of Nazis. No wonder everything is made off shore. Seems like your EPA has way too much power.
I have just done some research on this matter. This only applies to shops, not hobbyist who do paint work on their own cars, in their own shop. So we are saved from big brother, at least for the moment. Read the part on who this doesn't affect on this official US EPA pdf file..... http://www.epa.gov/ttn/atw/area/paint_stripb.pdf I can find nothing that states that private parties will not be able to purchase automotive paints for their own use.
as of january 2011 an auto paint supply store will not be able to sell you paint without being certified. the store itsself can send you to paint school for fairly cheap.

Not in Virginia we can get any paint we want and mixed in any amount and formula I deal directly with Mattos Pro Finishes and Napa Direct paint suppliers no requirements at all just order some this morning.
Maybe in your town, but not mine. I have asked around and get the same reply, no limits on who buys paint. Here's a quote from a PPG salesman: I'm a PPG paint salesman at a Car Quest store and their are no new laws restricting the sales of paint to the general public. All though in my opinion their should be restrictions judging from some of the idiotic questions I'm asked on a daily bases....
