Use dow corning silicone adhesive. Be sure it is adhesive and not just sealant type.

Go to the nearest auto parts supply store and pick up a tube of 3M Emblem Adhesive. Clean off ALL the wax on the area where the emblem is to go with some rubbing alcohol. Apply a very small amount of the adhesive on the entire back of the emblem ( the less you use the better it works) , let it sit for a minute, and then press the emblem on the car and hold it in place for about a minute or use a piece of tape to hold it. It should be on to stay in about 20 minutes. Oh yeah, the glue can get kind of "stringy", but you can remove it from the edges of the emblem with a tooth pick.

Paper? What you are looking at is more than likely the old two- sided tape the factory used to stick the emblems on with. We use it on emblems here but a Maverick emblem is so narrow that it would be a nightmare to cut the tape to fit. Take a razor blade and scrape the tape off so you have just the metal showing. Clean off the back of the emblem with rubbing alcohol and then apply the glue.
