Ok, not much info to help out but I'll give it a try. I have a C4 with a valve body that is supposed to allow one to shift from 1-2-3 manually or drive around in D with "regular" shifts. Here is my problem. When driving around in "D" it does not downshift to first when slowing down. It seems to downshift from 3-2 but not 2-1. I can manually shift down and up but it sometimes doesn't shift immediately into the next gear manually. I don't know if this makes any sense to anyone but I'm thinking sticky valve body as it sits for long periods of time. Is it possibly in the servo? I think the clutches are fine I just need to get the shifting problem solved. Obviously, I have very limited knowledge of automatics so any help si appreciated.

I just want to throw this out there cause as soon as I read your post it popped in my head.

    modulator valve o_O

I run a manual valve body and I blocked my modulator valve off.
Might unhook it from the carb/intake and put a screw in the hose and take it for a drive.

    Disclaimer
    I know nothing about transmissions.

the vac line is probly off the modulater valve. thats the exact symptoms of when that happens check the vac line thats on the back of the pass side of the trans and trace it all the way to the motor. you should find it disconected somewhere

If the modulator was disconnected it would stay in first until you hit close to 4500 rpm. If you have manual low, reverse and second gears then your servos are fine.
If it doesn't shift into low when you stop then it is probably a governor valve sticking. Remove it (them) and polish them until they slide under their own weight. The 2-1 downshift and 1-2 shift valves, the cut-back and throttle boost valves are the ones to pay special attention to but if any are sticky they need to be polished.
I remove them and look foe ant wear - if there are even small marks they get polished out until they slide freely in the bores.

thanks for the replies, the modulator is hooked up correctly. I'll check the governor.
