That's only for repair shops. What if your system developed a leak, or ruptured during a collision? They gonna "turn you in" for 13 grand?. All my freon leaked out. I didn't let it out. Made it a lot easier when I pulled my motor. Not to mention that there's no way your neighbor could know you did that, unless you did it right in front of him while he watched...
The law states "Willfully venting freon into the atmosphere". A leak is totally different. According to the instructor on the last refrigeration course I took, the fines and rewards associated with this law applies to every one. The fine is close to $20,000. Now we all know the written law and reality are 2 different things but who needs the aggravation?
The law is shot full of holes. Did you know that you need low lose fittings on your hoses? Its all a bunch of crap so that you have to pay a tech to evacuate your system. If your neighbor is willing to turn you in for venting 12 ounces of 134a or 12 then you need to tell him to mind there own business. This is all about the global warning scam.
