Rusted section in engine compartment

I'm trying to decide how to tackle this rusted section. It's on the driver's side near the hood hinge. It's not really part of the front fender, yet I see an assembly bolt right next to it. Would it be worth it to remove the fender to get at it better or should I just grind out that section and fibreglass it. (I'm not much of a welder) Can that rusted section be removed by unbolting it? Not clear to me how it's mounted. Thanks.

Once you pull the fender this is what you'll find, if you can't weld in new metal I would just leave it until you can do it right. The fiberglass will just make it look nice for the time being but where it is it will just keep rusting.

take the top bolts out of the fender, raise it up and look under it and see what you have to fix...
