Law of thermodynamics conservation of energy and entropy. You can't run on just water. You either have to consume a metal in acid to develop hydrogen that could run through a fuel cell, or develop a metal hydride that could be consumed in a tank of water that will create H2 gas that can either be burnt or once again run through a fuel cell. I've already looked into this. There's really no way to get a car to run on water. Besides, there's all the leftover crud in the tank you need to consider too. Algea (sp?) green stuff also likes to grow in tanks full of water, so you'd have to put herbacide in there too and I don't know how that would affect the chemical reaction. Turning chemical energy into heat into mech energy is easy, but very very very very very inefficient. Turning chemical energy into electrical into mechanical is pretty darn efficient. I'd try to figure out a way to make a cheap, lite, easily rechargable battery. Or find a way to make fuel cells run on gasoline or other stuff without fouling the catalyst. Also if you could make it out of something other than precious metals that would be good too. Good Luck!!!! On hydrogen: Even as a liquid, hydrogen is not dense enough to provide a sufficient range in an automobile. You also have the problem that hydrogen is small enough that it can pass interstitially between molecules and "evaporate" out of pretty much any container you put it into in any state. The only feasible way to transport hydrogen is in a solid state, which means combining it with a metal such beryllium, magnesium, sodium, etc in the form of a hydride. In this state you get a much higher hydrogen density without all of the problems normally associated with transporting hydrogen.
