Bought a car in Louisiana but it has a dismantling license on it. Louisiana has no way to put cars like this back on the road. Now I am looking for another car with a clean title to switch over everything over to

Okay, now I understand. Although when you say "any condition", that's not a good thing if it's rotted or has structural collision damage...

In my opinion, there are certain things from the "clean title" car, he wants to put on the car he already has.

Do you have a relative in a different state with more favorable titling hoops to jump through? You could title it there and get it legally back on the road and later switch to your own state.
Don't even go down the road of VIN swapping.
