I have found liquid all around the engine compartment and around the battery. The battery fluid was really low and the battery was dead. What could have made the battery fluid boil out of the battery? Is this a votage regulator problem or an alternator problem? I have a 1974 Mav with 200 I6 3 sp manual.

Sounds like a bad regulator. Need to get the electrical system checked before you burn out your alternator. Could be just a bad battery too. I still recommend getting it tested, no sense in guessing. That usually costs you more money in the long run.
