It will initially run high (fast idle) on startup due to the choke. The fast idle adjustment screw is different than the idle adjustment screw.

Crazy Larry is correct. An aluminum spacer will do next to nothing to insulate the carb. Try a composite, it could be an inexpensive remedy.

That was the ultra rare water cooled ac, only available with the Boss 302 engine.
Is this a flat tapper or roller? Looks like it compensates on the exhaust by increasing the duration instead of the lift.
Is your carb spacer plastic, composite, aluminum?
I had the same problem with the 302. I picked up a composite carb spacer from Summit to insulate the carb from the intake, and it solved the problem.
